Refresh rate problems?

i reloaded windows xp on my laptop %26amp; now when im the internet %26amp; scroll down a page its like a sea wave, kinda ripples, also if i try to watch live streaming or if my son trys to play certain games on the bbc website the screen just flickers once a second. i have looked on answers %26amp; several people suggest changing the refresh rate, when i try this i only get one option. also how do i find what graphics card i have installed so i can update the drivers if need be
