How can I change my refresh rate on a Intel 965 Express Chipset?

I own a Sony Vaio VGN-NR140E, I just got a 32'; LCD TV. I'm using a VGA cable to connect my laptop to my screen. But when I connect I see scanlines. I wanted to change my refresh rate but It's stuck at 60hertz. I wanna raise it but that's the only option I have. Any help?How can I change my refresh rate on a Intel 965 Express Chipset?
what is ur graphic card and another thing u might need is to update the drivers of ur graphic card or try to connect it using another method like HDMI
