How to change a 70Hz LCD to 60Hz?

i was using a graphics card that use the refresh rate at 70Hz but now it has fried and and i regained the integrated graphics but now i cannot get into my computer because the screen can only run at 60Hz.

boot in safe mode then go to device manager and remove your graphic card driver

Right-click your desktop pic and click Properties. Go to the settings tab and there it should be. But then again, I have a Mac, so I'm probably wrong.

my screen was at 85hz but it crashed. and i went to my friend's house and brought my comp but his screen was supporting 60hz. so the screen was like lkjsdflkjdslkfjds i searched in safe mod but i dont know how to change it. the best thing is change your screen and low the resolution and then put your screen on
